Can a constable on duty help a friend evict someone?

We have landlord that is trying to evict us and he has a friend constable that is on duty help him evict us and give advise and has coffee at his house for hours on end. I thought a constable's job was to deliver eviction papers and that's it not help landlords out to evict someone. What do we do about this.?
