Legal "eviction" notice?

My sisters landlord recently gave her a note saying that she needs to vacate the premises, not for any violations of any kind but because the landlord has family coming back to town and they need a place to stay... The lease agreement is month to month but can she legally kick her out on those grounds in Texas?? The judge in town is the landlords brother which makes it harder for her to go through the court...
