Harassed by landlord?

I am renting from a private owner who has agreed with me to make whatever payments that I can to catch up on some back rent that I owe him. For the past 3 months my landlord has called me numerous amounts of times and all hours of the day and night, cursing at me and threatening me to give him everything that I make or I can leave. However he will not legally take me to court to evict me and I have never gotten an eviction notice. He shows up at my home as late as 10pm screaming at me in front of my kids and the neighbors. Every month he charges me 200.00 dollars more than what my actual rent is. I do not know what to do anymore I cannot get caught up because he keeps adding extra money. Any suggestions?
