Would you dump him or give him another chance?

I would stop actively pursuing him. It seems to me that if he REALLY wanted to talk to you and/or hang out he would make more of an effort, like call from a friend's house or something. He doesn't seem that interested and it sounds like he might just be making excuses. Try dating other guys and see if his attitude changes.
