Would it be illegal to write an eviction notice for someone who does not live with you ?

I had my sister in law live with us for a few weeks, but then decided to move out if her own accord and i need to know that if i write an eviction notice would it be illegal for me to write the notice for her as she no longer lives with us as she wants to go homeless with the council in birmingham uk ?
